I’m probably going to go to an Apple store to purchase my iPhone 3g, but does Apple contact AT&T to see if I am eligible, or do they only sell it for the dicounted $199 price?
They have the computers in the store to connect to AT&T and set up service. They’ll know if you’re eligible or not and will charge you the $199/$299 or $399/$499 price…whichever you qualify for.
When you go to the Apple Store, their computers are linked to AT&T servers and they do all the work on AT&T servers as well as Apple servers, so all they do is check on the servers to see if you are eligible for an upgrade.

Apple does access the AT&T databases (at the very end of the purchase).
Otherwise, there will be no way for them to set up a plan or add the phone to your plan.
